Avalon Works has an immediate need for the following skills:
SENIOR PROJECT MANAGER (IT). Following are the mandatory requirements to be successful:
- must have a minimum of three (3) years of experience in the last five (5) years in the implementation of government web services, for each of the following:
• Development and execution of User Acceptance Testing (UAT) plans.
• Development and execution of detailed Functional Acceptance Test procedures for tractability of system requirements.
• Development and execution of an end-to-end Performance Test Plan in support of a service level agreement.
- must have technical and project management experience working on a minimum of two (2) large government projects (exceeding $100M) including the implementation of network infrastructure and services
- must have a minimum of four (4) years experience, within the last six (6) years, developing and implementing common infrastructure for Government Online (GOL) web services.
- must have a minimum of three (3) years experience, with in the last five (5) years, in providing government related testing oversight of a third party security service provider.
- must have a minimum of four (4) years experience, within the last six (6) years as a project manager delivering major projects in a multi-departmental and multi-vendor environment.
- must have a minimum of three (3) years experience, within the last five (5) years, in providing government related testing for each of the following:
a. Java scripts;
b. Java applets;
c. Java servlets;
d. HTML pages;
e. Government privacy policy compliant Web services;
f. Government common look and feel policy compliant web services;
g. Government IT security policy compliant web services; and
h. Government PKI Policy compliant web services.
- experience working on one or more large web services IT projects. the experience should include requirements analysis, testing and quality assurance. Identify the candidate’s experience with the following:
a) Service Brokerage;
b) Payment Services;
c) Build 3 Local Channel Footprint;
d) Build 5 Local Channel Footprint;
e) Common Registration Services (CRS) release 6.0;
f) CRS Release 6.1;
g) CRS 6.0 Infrastructure Performance;
h) CRS 6.1 Infrastructure Performance;
i) Electronic Post Mark (EPM);
j) Entrust Certification Authority Services;
k) Out-of-band (OOB);
l) Service Point Test Environment (SPTE)1;
m) SPTE 2;
n) SPTE 3;
o) Staging Environment;
p) Emulator;
q) Help Desk;
r) Secure Channel (SC) Network;
s) Directory Services (X.500);
t) Session Encryption with Automated Login (SEAL);
u) Mapping Database;
v) Baseline Model Application (BMA);
w) Service-2-Service (S2S).
- experience working on large-scale multi-departmental web common services infrastructure.
- experience within the last six (6) years as a Project Manager on a project that follows the Service Life cycle Management Framework (SLMF) approved engineering methodology; or an equivalent methodology, such as IEEE, with comparable elements
- experience within the last seven (7) years as a Project Manger on at least two (2) federal/provincial web-based Electronic Commerce (EC) projects.
- experience in Information Technology System (ITS) projects in a government environment.
- experience in providing GOL related testing oversight of a third party service provider
- experience in reviewing and analyzing web-based application development project deliverables, produced by contractors, to ensure compliance with the project specifications.
- experience as a Project Manager on a project that adheres to Treasury Board Secretariat's (TBS) Enhanced Management Framework (EMF) reporting methodology, or an equivalent methodology with comparable elements.
- experience in developing time, cost and quality control criteria.
- experience in developing recommendations to management on proposed architectural enhancements, acceptability of new technology, compliance with organizational objectives, financial implications, etc.
- experience in working with product managers in the development of telecom-based security services. This includes providing assistance with the following engineering process:
a) Definition of the service;
b) Developing the business case;
c) Requirements;
d) Design;
e) Testing; and
f) Deployment of the services.
- experience in preparing engineering project status reports and results/conclusions to senior managers and clients.
APPLICATION ARCHITECT
- At least 10 years experience working in the Information Technology (IT) field.
- Minimum of five (5) years experience as an Application Architect.
- At least 5 years of experience working in an IT environment that required
• strong verbal and written skills to discuss, explain and document problems, strategies, plans and solutions; and
• to work within a team and communicate with clients.
- Experience in working in a ‘Granting’ environment
- Experience in Web-based service design;
- Experience in Web-based development;
- Experience in leading (knowledge transfer) and assisting in the development of web-based services;
- Experience in .NET, XML;
- Experience with multiple disciplines specific to various tiers of an n-tier architecture and the interfaces for communicating between these tiers
• Web-tier: HTTP protocol, HTML, CSS, JavaScript, server side rendering of dynamic content
• Business tier: IIOP/CORBA and IIOP/RMI protocols, naming services, design and deployment of component based architectures
• Data tier: transaction management, SQL performance tuning
- Experience with analytical methodologies, techniques and practices to identify and resolve complex problems (research & resolution);
- Strong knowledge of computer science and engineering theories and principles to design, develop, implement, and maintain reliable, responsive and adaptive web-based systems
SENIOR WEB APPLICATION DEVELOPER
- At least 6 years experience working in the Information Technology Field.
- At least 3 years working experience as a Senior Web Application Developer.
- Experience in working in a ‘Granting’ environment;
- Experience with the N-Tier applications/web-services;
- Experience with VB.Net, C#, .NET;
- Experience with JAVA, JSP, JavaScript, JavaBeans, HTML, XML;
- Experience with PowerBuilder 8+ and EAServer 4;
- Experience in development using Object Oriented principles;
- Experience in systems integration and testing/validation;
- Knowledge of Systems hardware and software;
- Knowledge of Architectural principles (model view controller);
- Knowledge of Security systems including Encryption concepts and standards, Secure applications, (Personnel identification and authentication concepts and technology;
- Knowledge of Internet service delivery through the Government On-Line (GOL) Initiative, the World Wide Web, Internet, Intranets and Extranets
